Join our panelists, Dominic Paz (Oregon) and Alli Lowe-Fotos (Illinois), for a discussion about the development of statewide systems, resources, and training efforts to combat the use of exclusionary discipline in early childhood education programs. In our discussion, the panelists will talk about the importance of policy, training, and technical assistance for implementing the Pyramid Model, trauma-informed care, Infant and Early Childhood Mental Health Consultation, and other elements to prevent and address this critical issue.

Lise Fox, PhD, is a Professor and Chair in the Department of Child and Family Studies in the College of Behavioral and Community Sciences of the University of South Florida. She is the Principal Investigator of the National Center for Pyramid Model Innovations, a faculty member with the ECTA Center, and is involved in multiple research and national technical assistance projects related to early childhood programs and practices. Her research is focused on practical approaches for the inclusion of young children with problem behavior in community settings and individualized interventions for addressing young children’s challenging behavior.

Alli Lowe-Fotos
Start Early
Allison Lowe-Fotos, MSW, LCSW is a Senior Policy Manager with Start Early. She works on issues and initiatives of mental health, home visiting, early childhood expulsion, child welfare, families impacted by the criminal legal system, and early childhood workforce development. She has been an adjunct professor with the Erikson Institute since 2020. She has previously worked in direct practice in early childhood education programs providing case management, family support work, therapy with children and families, infant/early childhood mental health consultation, and supervising a teen parent home visiting program. She also has international experience working in programs and projects in China, Mexico, and Turkey. Allison has a B.S. in Psychology from the University of North Carolina at Chapel Hill, an M.S.W. from Loyola University Chicago, and is credentialed in Infant Mental Health.

Dominic Paz
Oregon State University
Dominic Paz works for the Early Learning System Initiative at Oregon State University, where the focus is on promoting early childhood inclusion, coaching, and training facilitation. Since joining the Early Learning System Initiative as an Implementation Support Manager, he has effectively managed projects aimed at advancing and implementing inclusive practices throughout Oregon. He is an accomplished leader in early childhood education with a robust background in advocacy and inclusion initiatives. Dominic holds a bachelor’s degree in Early Education from Portland State University and earned a certificate in Implementation Practice from the University of North Carolina.
