While Colorado as a state has the highest Indicator 6 data in the country, the Preschool Team at the Colorado Department of Education sought to more deeply understand the quality of inclusive practices being implemented in publicly funded preschool classrooms across the state. This webinar will describe a study that was conducted to gather information from special educators and related service providers on how inclusive practices are implemented in programs and inform barriers to inclusion at the local policy and procedural level. Results of this study will be shared along with next steps the state will take to move forward to improve the dosage and quality of inclusive practices delivered to children.

Marcia Blum
Colorado Department of Education
Marcia Blum is a specialist for preschool special education at the Colorado Department of Education. She has worked in early childhood education for 40 years as a physical therapist, child find coordinator and assistive technology specialist. Prior to bringing her expertise to the state, her practice and leadership in an inclusive preschool program provided high quality learning opportunities for diverse families where every child had membership and belonging in their classroom. In her current role, Marcia promotes supporting young children in least restrictive environments where there is a strong foundation of a multi-tiered system of supports.

Heidi White
Colorado Department of Education
Heidi is the Preschool Director in the Preschool through Third Grade Office at the Colorado Department of Education. She serves as the 619 Coordinator and oversees the implementation of early identification and preschool special education services, as well as state funded preschool for children with risks that may impact their later success in school. Over her 25 year career in early childhood, Heidi has worked to implement evidence based home visiting, early intervention, child care resource and referral, and child care assistance supports for vulnerable children and their families.

Sandra Link
Colorado Department of Education
Sandi is part of the Professional Learning Team for preschool special education at Colorado Department of Education. Sandi has worked in the field of Early Childhood for over 40 years as an occupational therapist, consultant, coach, and professional learning specialist. Her work at CDE has focused on supporting the development of high quality inclusive practices including: leadership, teaming, transition, assessment, developing participation based IEP goals, and instructional practices including blended practices. She is a parent of two children with special needs.
